WASHINGTON (Reuters) - The United States said on Wednesday it has begun withdrawing U.S. forces from Syria as U.S. officials said the United States was considering pulling out all its troops as it winds up its campaign to retake territory once held by Islamic State.
“We have started returning United States troops home as we transition to the next phase of this campaign,” White House spokeswoman Sarah Sanders said in a statement issued after President Donald Trump tweeted that “We have defeated ISIS in Syria, my only reason for being there.”
It was not immediately clear from Sanders’ statement whether all of the roughly 2,000 U.S. troops in the country would leave and if so, by when.
Sanders suggested that the United States would remain engaged to some degree.
“The United States and our allies stand ready to re-engage at all levels to defend American interests whenever necessary, and we will continue to work together to deny radical Islamist terrorists territory, funding, support,” she said.
A decision to pull out completely, if confirmed, would upend assumptions about a longer-term U.S. military presence in Syria, which senior U.S. officials have advocated to help ensure Islamic State cannot reemerge.
It could also undercut U.S. leverage in the region and undermine diplomatic efforts to end a civil war in Syria that has killed hundreds of thousands of people and displaced around half of the country’s pre-war 22 million population.
The U.S. State Department is evacuating all of its personnel from Syria within 24 hours, a U.S. official told Reuters.
Reports of a full U.S. military withdrawal drew immediate criticism, including from some of Trump’s fellow Republicans.
Trump has previously expressed a strong desire to bring troops home from Syria when possible, and his tweet on Wednesday showed he saw no further grounds for remaining.

Washington, D.C. sues Facebook over Cambridge Analytica's data use
WASHINGTON (Reuters) - The attorney general for Washington, D.C. said on Wednesday the nation’s capital city had sued Facebook over the scandal that broke earlier this year involving Cambridge Analytica’s use of data from the social-media giant.
“Facebook failed to protect the privacy of its users and deceived them about who had access to their data and how it was used,” said Attorney General Karl Racine in a statement. “Facebook put users at risk of manipulation by allowing companies like Cambridge Analytica and other third-party applications to collect personal data without users’ permission.”
The lawsuit comes as Facebook faces new reports that it shared its users’ data without their permission.
Cambridge Analytica, which worked for President Donald Trump’s political campaign at one point, gained access to personal data from tens of millions of Facebook’s users. The D.C. attorney general says in the suit that this exposed nearly half of the district’s residents’ data to manipulation for political purposes during the 2016 presidential election, and alleges Facebook’s “lax oversight and misleading privacy settings” had allowed the consulting firm to harvest the information.
Facebook did not immediately respond to a request for comment .

Uber loses latest UK legal bid to block worker rights for drivers
LONDON (Reuters) - Uber [UBER.UL] has lost its latest court bid to stop its British drivers being classified as workers, entitling them to rights such as the minimum wage, in a decision which jeopardizes the taxi app’s business model.
Two drivers successfully argued at a tribunal in 2016 that the Silicon Valley firm exerted significant control over them to provide an on-demand service, and that they should cease to be considered as self-employed, which gives few protections in law.
An employment appeal tribunal upheld that decision last year, prompting Uber to go to the Court of Appeal. On Wednesday, a majority of judges there said they agreed with the previous verdicts and rejected Uber’s arguments.
“They approve the reasoning of the Employment Tribunal, which relied on a number of features of Uber’s working arrangements as being inconsistent with the driver having a direct contractual relationship with the passenger,” the Court of Appeal said in a summary.
Uber said it would appeal the verdict, meaning the legal process will continue.
“This decision was not unanimous and does not reflect the reasons why the vast majority of drivers choose to use the Uber app,” said a spokeswoman.
“We have been granted permission to appeal to the Supreme Court and will do so.”
Uber, which could be valued at $120 billion in a flotation, has faced protests, regulatory crackdowns and license losses around the world as it challenges existing competitors and rapidly expands.
In Britain, the self-employed are entitled to only basic protections such as health and safety, but workers receive the minimum wage, paid holidays and rest breaks. Uber has introduced a number of benefits for drivers this year.
Unions argue that the gig economy - where people often work for various firms at the same time without fixed contracts - is exploitative, whilst Uber says its drivers enjoy the flexibility and on average earn much more than the minimum wage.
Uber says its practices have been widely used for decades in Britain by minicabs, private hire vehicles which cannot be hailed in the street like traditional black taxis.
The Independent Workers Union of Great Britain, which backed the two drivers in the case, attacked Uber for appealing court decisions which have gone against the firm.
“It is becoming increasingly ridiculous for so-called ‘gig economy’ companies to argue that the law is unclear when they lose virtually every tribunal and court case,” said General Secretary Jason Moyer-Lee.

Estonia arrests ten in Danske Bank money laundering inquiry
TALLINN (Reuters) - Estonia has arrested 10 former employees of the local branch of Danske Bank (DANSKE.CO) as part of an international investigation into alleged money laundering.
Authorities in Denmark, Estonia, Britain and the United States are investigating payments totaling 200 billion euros ($229 billion) made through the tiny Estonian branch of Denmark’s largest bank between 2007 and 2015.
The arrests announced by Estonia’s state prosecutor on Wednesday mark the first concrete action by authorities against suspects in the unraveling money laundering scandal.
The threat of a heavy fine from the U.S. Department of Justice has sent Danske Bank’s shares plunging almost 50 percent since March, erasing around $15 billion off its market value.
More arrests are likely, Estonia’s head of criminal police Aivar Alavere told a news conference in Tallinn, adding: “The acts, which lasted for years, were systematic, coordinated and targeted, always targeted on making money”.
The 10 Estonian citizens detained on Tuesday and Wednesday are alleged to have been part of a network that facilitated flows of dirty money through Danske Bank’s branch in Estonia.
“The suspects are the so-called first line of defense, client managers whose job was to make sure money laundering does not happen,” prosecutor-general Lavly Perling said.
The 10 people have not been charged, but under Estonian law can be held for 48 hours without formal charges.
In a report published in September, Danske Bank said it had reported 42 former employees and agents “deemed to have been involved in some suspicious activity” to the Estonian Financial Intelligence Unit.
Estonian state prosecutor Marek Vahing said the country’s authorities were cooperating with Danish and U.S. counterparts.
Danish authorities have so far outlined 25 billion euros of suspicious flows in the case, Alavere said. A spokesman for the Danish state prosecutor declined to comment on this.
Danske Bank, which had also reported eight former employees to the Estonian police, could not confirm on Wednesday if the 10 detained people were among the employees already reported.
A spokesman for the bank said he had no further information about the arrests.

Travel agents seek EU antitrust probe into Lufthansa pricing
BRUSSELS (Reuters) - A group whose members include Amadeus (AMA.MC) and Expedia (EXPE.O), stepped up their fight against German airline Lufthansa (LHAG.DE) on Wednesday, urging EU regulators to investigate booking fees it levies on travel agents.
In its complaint to the European Commission’s antitrust watchdog, the European Technology and Travel Services Association (ETTSA) alleged that Lufthansa’s fees have cost consumers using independent distribution channels more than 1 billion euros ($1.1 billion) since 2015.
German online travel agent VIR is a joint complainant with ETTSA in the case. The association’s other members are Odigeo, Opodo, bookers, eDreams (EDRE.MC), Sabre (SABR.O), Travelport (TVPT.N) and hotels.com, among others.
“LH (is) leveraging its dominant position on air transport services markets in Austria and Germany to control and manipulate the present and future distribution channels for LH and ultimately other carriers’ tickets,” the association said in its complaint. It said this penalized EU consumers in the short term as well as in the long run.
The Commission confirmed receipt of the association’s complaint against Lufthansa, saying that it would assess it carefully.
Lufthansa said: “Indeed, we have officially been informed today about the complaint from ETTSA filed to the European Commission. Of course, the Lufthansa Group will cooperate with the investigating authorities.”
Expedia said it supported the complaint because it was concerned about the carrier’s conduct.
The association said Lufthansa does not make available its cheapest fares, such as basic tickets which do not include fees for checked-in luggage or a reserved seat, on certain flights to global distribution systems (GDS) providers.
“As the next cheapest tickets are regularly around 20 percent more expensive than those reserved to Lufthansa’s direct channels, this measure has the effect that when a customer searches on a price comparison site, LH.com always appears as the cheapest option,” the association said.
It also alleged that Lufthansa levies unjustified surcharges on rival travel agents and forces them to use its own technological distribution systems instead of competing systems.
The complaint focuses on Lufthansa’s flights to and from its hubs in Frankfurt, Munich, Vienna and Zurich, and its subsidiaries Brussels Airlines, Swiss International Air Lines and Austrian Airlines.
ETTSA’s grievances against Europe’s largest airline date back to 2015, when Lufthansa started charging a fee for tickets booked through third parties in a bid to boost profits and have more say over its prices.
Lufthansa sells around 70 percent of its tickets via third party channels using GDS from Amadeus, Travelport, Sabre and other providers.
Amadeus and Sabre are themselves being investigated by the EU over contract terms that the antitrust watchdog says could prevent airlines and travel agents from switching to rival ticket agents.
ETTSA had previously complained about Lufthansa’s surcharges to the Commission’s transport department, saying that these breached the EU’s code of conduct on computerized reservation systems. The department has sent a pre-rejection letter, with a final decision on whether to dismiss the complaint due early next year.
